and we have soledad o'brien on the scene. there vigils tonight. we will be checking in with her shortly. vigils to tell you about as the people come to grips with what happened. so much happened and so much we have learned since this morning. right now there is an active crime scene and many of the bodies still where they fell. still inside that school including that of the killer. we do at least tell you his name once. it's adam lanza. we won't be saying it much tonight. he was 20 and his mother taught at the school. she was found dead at the family home, unclear when or how she died. she bought the weapons her son used legally. the police in hoboken took the killer's older brother in for questioning. they do not label him a suspect and no word of why he is in custody. let's start at the beginning. >> the connecticut school district on lockdown. >> the first word was chilling and it got worse. >> multiple fatalities involved in the shooting at the elementary school. >> with each new report the horror deepened. >> the reports say the number of dead closer to 30 than to 20 and sadly most

after this report? >> well, soledad, the panel made about 29 recommendations for the state department to get working on. let me go over a few of them quickly. first of them is to strengthen security personnel for the high-threat post. one problem, the consulate relied on temporary, inexperienced staff and local militias not up to the task. they called for tighter securities at facilities and upgrades. a review of fire safety procedures. smoke inhalation killed ambassador stevens and sean smith. and in-depth checks of the threat environment. a big criticism, the state department failed to recognize the deter yoreating security situation, even in the face of other attacks leading up to 9/11 and congressional support for resources. shrinking budgets for security was cited here as a major problem. secretary of state hillary clinton sent a letter to congress with the report, saying the department will do its part to implement some of these recommendations. already working on them. congress has to support them, soledad. >> lots of questions in the wake of this horrible thing that there was

to zoraida sambolin for an update on the day's top stories. >> soledad, the fiscal cliff debacle, with 28 days remaining before drastic tax hikes and spending cuts take effect, a republican spending plan has been rejected by the white house. brianna keilar is live from washington. what now, brianna? >> well, right now it's about the pressure building and the clock kicking, zoraida. as house republicans in the white house try to ultimately broker a deal between two very different plans. house speaker john boehner's counteroffer, if you take a look at the headlines from this $800 billion in what would be savings from tax reform. so that is new tax revenue. but not done by increasing income tax rate on the wealthiest. but instead by closing tax loopholes, eliminating tax credits. and also $600 billion in health savings. that's what you'd get from entitlement reform. from reforming medicare, and doing some cuts there under this plan. but compare it to the white house plan, very different than what's on the table there. $1.6 trillion in new taxes. that is two times the amount in the boehner pl

changed. i'm soledad o'brien with wolf blitzer this morning. trying to make sense of something that is frankly impossible to understand. friday's tragedy. today may mark the very first day of healing for people who will be facing a very, very long process. the entire community that are directly affected and for the entire nation, family, friends, neighbors all gathering at places of worship in this small southwestern connecticut town. a candlelight vigil being scheduled for this evening. president obama expected to fly in this afternoon and after meeting with the families of victims and after meeting with the first responders he will take part in that candlelight vigil. officials who have been giving us information ever since friday afternoon. we're enxpecting to hear from te state police and the medical examiner who told us he was going to wrap up the autopsies on the shooter and the shooter's mother and also the focus of their investigation would now be the weaponry. we're expecting an update in the next few minutes. they have already set up, as you can see, cameras standing

children. i'm joined this hour by cnn's soledad o'brien. soledad? >> good morning to you, wolf. here's what we know right now. this morning, connecticut's chief medical examiner will be performing autopsies on the gunman, adam lanza and on his mother, as well, who was killed at her home. the results of those autopsies we're expecting to be released at a news conference that will be held later today. also today, president obama will be in newtown. he will speak at a memorial service. before that service, he will meet with members of the victims' families and also with first responders, as well. we know the names were made public last night. 12 girls, 8 boys killed in all. either 6 or 7 years old and 6 adults killed at the school, as well. they were all women. the medical examiner said the primary weapon in the massacre was a semi-automatic rifle that was found at the scene and every victim he examined, which were seven victims, had been hit more than once. one case 1 1 ti1 times. he penetrated the school building by literally shooting his way into the entrance with an assault weapon. wolf? >

in the near future, rob? >> well, a bit of a break today, soledad. more rain coming tomorrow. you saw the folks dealing with the rain about fall, cars driving through it. the rivers rushing. but we have infrastructure damage, as well. some video out of oakland in and around this area, lafayette there, this home damage, a number of them, you get near the hillside, that brings down debris and boulders and mud, and that does damage not only to homes but on the other side of roadways, we've got damage from a number of primary and secondary roads in and around this bay area. a tremendous amount of rainfall that has just undermined those structures. so you've got issues with that, as well. of course people driving through these flooded streets. you've got a need for rescues. the fire departments and their swift water rescue teams were out in full force over the weekend rescuing people. this is in cuss cadder ra and a number of other people had to be rescued. napa valley tremendous rainfall there. napa river up and over its floodbanks. the sacramento river also in flood stage. in some cases,

identified the shooter, but is there any indication of a motive at this point? >> not yet, soledad. any time there is a shooting like this, that's always the first question. what was the shooter? what was the motive? was this a random shooting? we don't know the answers to any of the questions. we know that the shooting happened about 3:30 in the afternoon. a mall full of people, 10,000 people inside the mall. 1.4 million square feet. you can imagine the challenge for law enforcement, getting here, coming through the mall. we know that the shooter was in the macy's store at one point jogging through the macy's store. the shots rang out in the food court area. the santa actually in that food court area actually ducked for cover. everybody in the vicinity, total pandemonium. listen to one mall employee who described what was happening. >> i work at a kiosk in the middle of the mall, right below the food court. we heard six shots and people scattered like crazy. everyone left. and people at stores were opening doors for to us get in ushering everybody in there. >> the mall will remain closed to

's the latest? >> reporter: soledad, we're getting the first signs that maybe, just maybe, cooler heads are prevailing and peace could be extraordinary in front of the presidential palace. within the past 20 minutes, we've seen about a few thousand of president morsi's supporters move away from the palace area and the crowd seems to be thinning out. we're getting reports that this was a call by the revolutionary guard, the military, for the crowds to withdraw, and it looks like it's happening. it's too early to tell if things are going to remain calm in the coming hours, but certainly this is a good sign. later in the day, president morsi is scheduled to address the nation. we're not sure what he's going to say, but this is a president that's under tremendous pressure to calm things down and unite this country, that at this point, is divided. based on what the opposition is saying, based on what their position is, anything short of the president saying that he's going to annul this constitution, this draft constitution, and start the process over, anything short of that, is not going to

jacob roberts? >> reporter: well, good morning, soledad. his name surfaced less than 24 hours ago so it's still a bit early in the investigation. but the things that you would typically look at, his family life, you know, where he works, his relationships, haven't seen really any obvious signs. investigators say they haven't found a criminal history, no violent past. so at this point things don't really add up. people have been trying to look at his facebook page, esee if there are any clues there. there is a piece of artwork on his facebook page saying follow your dreams. the word "cancelled" stamped over it. could that suggest anything? at this point we don't know that. there are these reports that he was planning to move to hawaii. he was telling friends that he inherited a bunch of money and had scheduled a flight to go there, but really no truth in that as best as we can tell. everyone we have talked to seems genuinely shocked that this happened, including an ex-girlfriend who actually spoke to abc. take a look. >> this was the last thing i would have ever expected, especially from

to do this weekend, the sources say that the basic problem still is, soledad, after all of the weeks, is democrats still believe republicans have the problem. they need to deal with the debt crisis by raising more revenue, meaning raising more taxes and republicans still think democrats are the problem. they are not offering enough in spending cuts. the issue is, reality, democrats, the president has the most leverage. has had the most leverage, republicans know that. everybody see where is this will probably go. republicans have to give some on the rate increases for the most wealthy. and the question, when is it most politically advantageous for both sides to agree to that. >> let me ask a question. you have had a chance to talk to two former majority leaders from opposite sides of the aisle what are they saying about where we are and the fact that there will be a deal somewhere soon? >> trent lott and tom daschle, republican and democratic leader, opposite sides of the table four years, working together on tough issues and they pointed out it is certainly possible, of course it is

entered the school where they found several students and staff, soledad, suffering from gunshot wounds at the front of the building. 18 children, 18 children were pronounced dead at the scene. two were transported to neighboring danbury hospital where they were pronounced dead there. and as we've been reporting this morning, six adults were also killed, 26 souls in all perished yesterday at sandy hook elementary school. another detail that we're learning from this is that each family, soledad, each victim's family has been assigned a trooper or officer. the statement reads, to establish and maintain an open line of communication. the press release goes on to state that the families have requested that we not contact them. they're requesting that we not call them, no press interviews from the family which probably explains a little about the difficulty that we've had all morning trying to get in touch with some of those family members. but they also say in this press release, a second crime scene we know now, that's where the shooter's mother was killed at a second crime scene there in
